Cover Processing is on by default

Cover processing is a feature available to platform accounts where the parents are asked to pay for the costs associated with credit card processing. There are two changes being made:
- The feature is enabled for all Platform accounts. Accounts can no longer opt out of the feature.
- The cover processing option is selected/checked during checkout. If the parent does not want to pay for the processing, they can unselect the option.
Note: The cover processing improvements will be launching in the early May!
